Background and Discussion:
Project includes the reconstruction of Crosby-Lynchburg Road from existing asphalt to 5-lane concrete curb and gutter. Additional safety measures were added to our TCP by adding additional temporary detour roadway, F-shape concrete barriers, and Smart Crash Cushion. The original TCP calculated using existing asphalt as the temporary roadway, but these areas had slopes more than two percent. Additional safety measures were added to the bridge section under construction, in the form of additional F-Shape Barrier and Smart Crash Cushions. The contractor reworked an inlet and added an SET at 1925 N Main Street to allow the homeowner to construct their previously permitted driveway. Design adjustments were made to the pavement low spot and two additional Type C-1 inlets were added to correct the consequential drainage issue. The contractor on Crosby Lynchburg Phase 4 allowed SER to construct ~600’ of pavement and install RCP to assist them in recovering from their delays.
Expected Impact:
The additional safety measures allowed the phases of work to be completed with zero safety incidents. The constituent will be able to construct their permitted driveway, allowing them to have two driveways to access their property. The additional Type C-1 inlets allow the standing water to drain into the drainage system. Our CL 4 contractor hoped giving away a portion of their project would allow them to recover lost time on their project.
Alternative Options:
Assume risk by not implementing the additional safety measures. Not install the C-1 inlets and allows the roadway to hold water until it is able to reach the planned C-1 inlets. Don’t adjust our inlet, RCP or install the SET and impact the homeowner being able to install their second driveway. SER could have not performed the work on Crosby Lynchburg 4 and the contractor for that project would be more delayed in completing their project.
