Background and Discussion:

On April 28, 2020, Commissioners Court approved an agreement between Harris County, Crossroads Housing Development Corporation, and Enclave at Lake Pointe, LP for the Enclave at Lake Pointe Project. On February 8, June 13, and August 23, 2022; the Commissioners Court approved the first, second, and third amendment respectively.

 

Attached for the Commissioner's Court review and approval is the fourth amendment to the aforementioned agreement and project. The Parties now desire to amend said agreement to increase the total CDBG-DR FY17 funds utilized for the project by $2,406,876.00, resulting in the corresponding increases:

(a) Site Work increased by $219,777 to $2,123,847; and

(b) Direct Construction increased by $2,186,309 to $12,282,239.

The revised total amount of Harris County CDBG-DR FY17 funds for this project is now $15,081,276 and the revised total project funding is $30,175,301.   

 

Expected Impact:

The expected impact is to allow the Enclave at Lake Pointe project additional funding to finish constructing the multifamily units. The fiscal impact is an increase to CDBG-DR funding for the project from Harris County by $2,406,876 for a total of $15,081,276. The fiscal summary reflects the incremental expenditures associated with the amendment.

 

Alternative Options:

The alternative option is that the project will not have the financing to complete construction, which will then delay the project completion date.
