Background and Discussion:

This request is for approval to negotiate a partnership project with Buffalo Bayou Partnership to design and construct an upgraded boat ramp at Tony Marron Park in Harris County Precinct 2 at HCFCD Unit W100-00-00. The District’s participation is funding only. The design and construction would be handled by Buffalo Bayou Partnership. The total cost of the project is $3,336,000. The District’s cost share is 50/50 or $1,680,000. The project would be funded by the Z-02 Bond Fund. 

 

Expected Impact:

The project would provide the District multiple benefits including better access for our airboat operations and bank erosion mitigation along the south side of Buffalo Bayou. Several other government agencies and organizations that currently use the existing boat ramp would also benefit from the upgraded boat ramp. These include Harris County Sheriff’s Office, the Houston Police Department, the Houston Fire Department, the Port of Houston, the EPA, and University of Houston.

 

Alternative Options:

The alternative would be to not enter into this agreement with Buffalo Bayou Partnership and identify another organization to partner with. This would delay the progress of this boat ramp project, as Buffalo Bayou Partnership states that they have already secured their 50 percent share of the funding. Additionally, the benefits to the Flood Control District of better access for our airboat operations and bank erosion mitigation along the south side of Buffalo Bayou would either be delayed or not materialize.
