Background and Discussion:

Harris County has an existing maintenance on-call contract for preventative, reactive and alteration related services and materials of various projects, which will expire September 2022. A new contract is needed to continue the maintenance on-call services and to address changes in the standards, specifications, line items and contract requirements. The MWBE Utilization plan submitted by the lowest bidder for Job No. 22/0262 is being protested; a rebid is recommended to reconsider the MWBE utilization plan.

 

Expected Impact:

Reject the bids of Job No. 22/0262 for the Preventative and Reactive Maintenance and Alteration of Traffic Control Devices and Related Items and Materials for the Harris County Office of the County Engineer to rebid the project.

 

Alternative Options:

Failure to maintain the preventative, reactive and alteration related services may result in operational failure of the traffic signal devices. Alternative option will be to have technicians physically check each traffic signal, which is less efficient and will rely on constituents reporting issues versus proactively identifying and resolving issues.
