title

Request by the County Judge for approval to accept an amendment to an agreement with the Texas Office of the Governor/Homeland Security Grants Division to extend the grant end date to November 30, 2022 for the FY 2020 Law Enforcement Special Responses: HCSO Bomb Unit Equipment project.

Background and Discussion:

This grant is funded by the U.S. Department of Homeland Security via the Office of the Governor, Homeland Security Grants Division and includes a suite of risk-based grants to assist state, local, tribal and territorial efforts in preventing, protecting against, mitigating, responding to and recovering from acts of terrorism and other threats related to interoperable communications. This grant provides grantees with the resources required for implementation of the National Preparedness System and working toward the National Preparedness Goal of a secure and resilient nation. The County has received funding from this grant program since 2002.

Expected Impact:

If accepted, the County will utilize $277,935 of Urban Area Security Initiative funds for the Harris County Sheriff’s Office Law Enforcement Special Responses: HCSO Bomb Unit Equipment award, which will improve the County's ability to upgrade and properly equip HCSO Hazardous Device Technicians to safely respond to and mitigate terroristic incidents or Chemical, Biological, Radiological, Nuclear and Explosives events within the region.

Alternative Options:

Without this funding the County would need to find alternate funding, possibly utilize general funds, to maintain a robust Homeland Security Program.
