The proposed merger of Kansas City Southern and Canadian Pacific freight corporations spans the length of the United States and could have unique impacts on the Harris County region, which is already a non-attainment area for clean air and home to many environmental justice communities. The proposed merger is anticipated to increase NOX emissions by 31.5 tonnes per year in Harris County; transport tar sands material through the region; and increase delays near at-grade crossings, complicating public services like waste removal and emergency vehicle access.
