Background and Discussion:

Miller Road 2 is currently surfaced using Hot Mix Asphalt Concrete (HMAC). The existing road surface is in a state of disrepair due to the significant number of heavy vehicles traversing the corridor, access various adjacent heavy industrial developments.  Ultimately the existing Miller Road 2 will be replaced with a reconstructed roadway, however this will not occur for some time and a more robust interim solution will be required.

 

The Study Report prepared by the Consultant explores the use of Joint Reinforced Concrete Pavement (JRCP), an alternative concrete pavement treatment not used in the Houston area but elsewhere in Texas and the nation, aiming to provide an extended service life compared to the existing HMAC treatment.  Confirmation of the suitability of this treatment, along with traffic control considerations during construction, are elucidated in the Study Report.

 

Expected Impact:

The project will provide a longer life surfacing treatment, as compared to the existing HMAC surface, thus reducing maintenance requirements by the Precinct. 

 

Alternative Options:

No Action - Condition of the roadways surface will continue to deteriorate, ultimately leading to total failure of the roadway and impassability for motor vehicles.

 

Reconstruct Road with HMAC surfacing (similar to existing) - expected service life of 5 to 10 years, road will eventually degrade to a similar condition as it is today.

 

Reconstruct Road to Standard 4 lane Divided Cross-Section - Significant amounts right-of-way will need to be acquired, extending the project timeline by several years.  Does not address current surface condition in the short term, an interim solution would be required.
