Background and Discussion:

In January 2021, the U.S. Treasury Department established the Emergency Rental Assistance (ERA) program to provide funding to state and local governments to assist eligible renter households impacted by the COVID-19 pandemic, funded via the Consolidated Appropriations Act of 2021. Commissioners Court established the 2021 Houston-Harris County Emergency Rental Assistance Program on February 9, 2021, in collaboration with the City of Houston. The program administrators are BakerRipley, Catholic Charities, and The Alliance.

 

Commissioners Court approved the ERA1 contract with The Alliance in March 2022, which currently provides for application processing, rental assistance disbursement, and case management services through September 30, 2022. Case management services include outreach to tenants and landlords in eviction proceedings at the Justice of the Peace courts, application assistance, and resource referrals. In August 2022, the U.S. Dept. of the Treasury extended the grant term for ERA1 reallocated funds to December 29, 2022. This amendment will allow The Alliance to (1) process applications and disburse all remaining rental assistance funds throughout the grant term and (2) continue providing case management services through this period.

 

Expected Impact:

This amendment will align The Alliance’s ERA1 agreement with the grant term. This amendment will also provide case management services to support eligible Harris County tenants in active eviction proceedings through the end of the grant term. Funding for this amendment will be fully provided by the U.S. Dept. of the Treasury CAA ERA1 Funds.
