Background and Discussion:

The study area is in Northeast Harris County and is generally bounded by East Little York Road to the north, C. E. King Parkway to the west, Harris County Flood Control District (HCFCD) Tributary P121-00- 00 to the south, and Beltway 8 to the east. The study area encompasses the Hidden Meadow subdivision, Sections 1 through 6. Phase I of the Hidden Meadow development consists of Sections 1 to 5, and Section 6 belongs to Phase II. Based on the as-built drawings, the study area is served by a storm sewer system consisting of curb inlets and reinforced concrete pipes (RCPs). Most of the study area (Sections 1, 3, 4, 5) drains to a 54” RCP trunkline along Montclair Bend Lane and outfalls to the 56 acre-feet Phase I detention basin on the southern edge of the study area before emptying into P121-00-00 through a 54” corrugated metal pipe (CMP). Section 2 is on the southeast corner of the study area and drains directly to the Phase I detention basin. Meanwhile, Section 6 is on the northeast corner drains to the north, away from to rest of the study area, and flow enters a 60” RCP trunkline along East Little York Road which outfalls to the Phase II detention basin located directly east of the study area. The Phase II basin also outfalls into P121-00-00 through a 54” CMP, and the two detention basins are hydraulically connected via two 3’x3’ reinforced concrete boxes (RCBs).

 

Expected Impact:

By adding to the existing contract, and completing the engineering work, this project seeks to reduce flood risk and strengthen resiliency in Harris County by assisting in the alleviation of structural flood damage to homes in the community. This contract amendment is a step in the process to reduce the financial, physical, and emotional burden flood damage places on homeowners and will reduce the financial impact of recovery costs to the Hidden Meadow subdivision residents, Harris County, and FEMA.

 

 

 

Alternative Options:

Alternative options include replacing and upgrading drainage within the subdivision streets in addition to the main trunklines or choosing not to continue study and design of drainage improvements in this subdivision, thereby not reducing flood risk for this community’s residents. It was determined through modeling that upgrading drainage structures within subdivision streets added little flood mitigation.
