Request by the Office of the County Engineer for approval to appropriate $1,177,454 of American Rescue Plan Act (ARPA) Local Fiscal Recovery Funds to support Crime Prevention through Environmental Design (CPTED) projects. These funds will be allocated to labor and non-labor expenses on an as needed basis, and Engineering will transfer existing open PCN’s from other internal departments to manage this work.

Background and Discussion:
Harris County Engineering Department provides project management support to infrastructure projects in the ARPA portfolio. The ARPA Steering Committee has recommended the use of Local Fiscal Recovery Funds for investment in community engaged design projects with the purpose of decreasing crime. Projects would include investment in sidewalks, streetlights, green spaces, public art, and security equipment in areas with high crime rates.
In support of this effort, the ARPA Steering Committee has authorized the use of ARPA funding for Engineering Department resources supporting the planning, management, and execution of these projects.
Expected Impact:
The approval of this transfer of funds would enable the assignment of Engineering resources to manage and execute ARPA CPTED projects and would allow for enhanced coordination and communication between the Engineering Department, Office of County Administration, and Harris County Public Health.
Alternative Options:
This allocation of funds is necessary to execute ARPA CPTED projects. Without these funds, the projects would need to be put on hold.
