Background and Discussion:

Harris County Engineering Department provides project management support to infrastructure projects in the ARPA portfolio. The ARPA Steering Committee has recommended the use of Local Fiscal Recovery Funds for investment in projects increasing access to clean drinking water and functional sewer systems, especially in vulnerable communities and where minimizing environmental and public health impacts of septic system failures is critical. Five RFQs are in progress to select professional engineering services for feasibility studies and design of water and wastewater projects in five candidate project areas.

 

In support of this effort, the ARPA Steering Committee has authorized the use of ARPA funding for Engineering Department resources supporting the planning, management, and execution of these projects.

 

Expected Impact:

The approval of this transfer of funds would enable the assignment of Engineering resources to manage and execute ARPA water and wastewater projects. It would also allow for enhanced coordination and communication between the Engineering Department and Office of County Administration.

 

Alternative Options:

This allocation of funds is necessary to execute ARPA water and wastewater projects. Without these funds, the projects would need to be put on hold.
