Background and Discussion:

The W157 study area was heavily affected by Harvey flooding, which according to the HCFCD flooded structures database had impacted structures well outside of the 500-year floodplain as part of the widespread flooding that occurred during and post Harvey near the confluence of W100 and W157 at Beltway 8. There were reports of roadway inaccessibility at intersections along the Beltway feeders at Westheimer and Briar Forest during Harvey. During the alternative selection process, if there are low hanging fruit solutions to resolve these external roadway accessibility issues, coordination with HCTRA, CoH (for Briar Forest) and TxDOT (for Westheimer) may be needed.

Expected Impact:

There are almost 600 reported flooded structures, about 380 FEMA claims and 60 repetitive losses in the drainage area of W157-00-00, the causes of flooding for each would need to be determined and appropriate improvement options identified in order to plan and implement effective flood reduction measures.

Alternative Options:

Studying W157-00-00 will enable a comprehensive understanding of flooding causes and mitigation options in the area. If no action is taken, there will not be appropriate answers to the flooding impacting the community in and around the W157-00-00 watershed.
