Background and Discussion:
Industry standard and best practices recommend an independent design evaluation for large infrastructure projects such as the Ship Channel Bridge. The August 23, 2021 Commissioners Court approved negotiations with International Bridge Technologies, Inc. (IBT) to review and certify the Engineer of Record (EOR)’s plans as they are developed and the EOR’s assumed erection sequence. A fair and reasonable price of $2,950,000 was negotiated with IBT to perform an Independent Check (IC) and provide support on an as needed basis during construction.
The IC will use one evaluation model that is different than that used by the EOR to ensure the design meets design criteria and specifications. The IC Engineer will be provided access to design sketches, Plans and Specifications, Geotechnical Report(s), Wind Engineering Report(s) and other relevant information used for the design of the bridge as it becomes available. The independent check will proceed in parallel with the EOR design development and have committed to a timely review, including resolution of all IC comments, in accordance with the project schedule.
Expected Impact:
The approval will allow IBT to perform Independent Check to ensure that design is in compliance with all codes and the Project Design Criteria.
