Background and Discussion:

Universal Services is entering into a long-term contractual relationship with Gartner, Inc. for the provision of consulting services which include organization structure, operational process for IT, applications, new hardware and software, infrastructure, cybersecurity, etc. Universal Services first stop in considering new technologies is obtaining the “Magic Quadrant” and meeting with an analyst on the specific topic. In many cases, Gartner has sample RFPs for the organization to use. Gartner is also providing research and education to 40 employees in the organization. These educational efforts allow for managers to get formal research documents (100s downloaded in 2021) on their specific area of expertise and follow up meetings with the research author. Gartner is an extension of the Universal Services staff by providing research and analysis to the entire organization which would be too costly to build in Universal Services.

 

 

Expected Impact:

Gartner supplies the following to Universal Services:

1) Gartner as part of the service will provide expertise on pre-contract awards and competitive prices, e.g., Universal Services and Purchasing was coach on how to work with Oracle on a contract compliance item which may have resulted in millions in additional costs.

2) Gartner is educating our work force and improving the knowledge base, e.g., 311 call center RFP draft came from Gartner research.

3) Gartner will be providing best practices in operational areas, e.g., vendor management, lifecycle management, security, data governance, software management.

4) Gartner will provide information to other agencies in the county via Universal Services. As other departments look for workflow engines or software solutions, Universal Services can research and meeting with analysts; e.g. a replacement plan for JWEB

This third amendment will add additional licenses for essential personnel.
