Background and Discussion:
The Baldwin Boettcher Branch Library is located inside the Mercer Botanic Gardens at 22306 Aldine Westfield Rd, Humble, TX 77338. The disaster recovery project involves the repair of damages caused by Hurricane Harvey in August 2017, including wall and floor finishes, mechanical, electrical, plumbing, and data fixtures and equipment. In addition to in-kind damage repairs, the scope of work encompasses the implementation of flood mitigation measures to prevent similar damages from reoccurring, including a flood barrier, structural modifications, and strengthening of the building envelope. The project scope also includes all work required to bring the facility into compliance with current building codes and regulations in relation to the project scope of work.
The current FEMA project does NOT allow any additional improvements beyond the eligible restoration and mitigation scope already authorized by FEMA and TDEM. Implementing additional improvements without the authorization from FEMA could jeopardize reimbursement for the project. At this point, submitting a request to FEMA to add additional improvements unrelated to damage repairs or mitigation could impact the project schedule significantly, requiring a lengthy review and authorization process.
Project completion for all restoration and flood mitigation scope of work is anticipated for Fourth Quarter of 2023, based on a 240-day construction period and close-out activities.
The original professional services agreement with Collaborate Architects, LLC was executed by Commissioner’s Court on July 20, 2018, for $541,299 dollars, to provide architectural and engineering design services, including design documentation, permitting, bidding, construction administration, and post construction services.
Second Amendment Request to provide Architecture and Engineering Design Professional Services for Revisions to Scope of Work for Disaster Recovery and Mitigation Project - $65,675
Collaborate Architects LLC., architect and prime consultant, are being requested to revise design documents to address scope revisions as directed by Precinct and Library representatives, including, but not limited to the following:
• Removal the landscape improvements and associated lighting, drainage, grading, and amenities.
• Removal of paving and sidewalks improvements except for the revised fire lane required by Fire Code
• Removal of storm sewer and sanitary sewer improvements (Not covered by FEMA reimbursements)
• Removal of roof improvement
• Removal of library expansion, additional openings, and additional canopies.
• Removal of structural improvements except for the required for cast wall panels and MEP equipment platform.
• Modification of interior layout, floor plan, ceiling plan, and interior elevations to remove all additional improvements previously requested.
• Modification of HVAC distribution, lighting, and power distribution to accommodate the interior layout revisions.
Expected Impact:
The additional $65K funding is required to revise construction documentation to accommodate current project needs and ensure the updated project scope is eligible for FEMA reimbursement. Project is to be limited to restoration and mitigation scope of work authorized by FEMA.
Alternative Options:
Based on current authorizations from FEMA, the County would not be able to proceed with construction of restoration and mitigation scope of work until the additional improvements get removed from the Design Package.
Adding improvements beyond authorized restoration and mitigation scope would require a very lengthy approval process from FEMA and TDEM, considerably impacting the timeline of the project.
