Background and Discussion:

This item requests $1.1M for resources to support execution of ARPA Homeless and Housing Programs over a 4-year period.

                     For Homelessness Program support (~2.5 years), the following positions are requested: (1) Project Monitor, (1) Grant Accountant; 

                     For Affordable Housing and agency-level resources for the duration of all programming (through 2026), the following additional positions are needed: (1) Project Monitor, (1) Grant Accountant, (1) Part-time Program Analyst ARPA.

Harris County CSD programmatic expertise and project management support for ARPA-funded projects continue to have increased grant obligations to the agreements funded by those sources. Temporary agency-level resources are necessary through the life of the grant to manage the substantial increase in activity that this investment will bring. The staff will be responsible for the fiscal monitoring of service provider contracts and that subaward performance goals are achieved.

 

Expected Impact:

The fiscal impact to the County is anticipated to be approximately $1.1 million in American Rescue Plan Act funds. An additional five positions are requested with this item.
