Background and Discussion:

On April 2020, the Commissioner’s Court approved the acceptance of the Child Care Council’s PY2020 City of Houston’s Homeless Youth Services Program (HYSP) award and executed a grant agreement with the Child Care Council in the amount of $199,141.00 for the purpose of providing Case Management services to homeless Youth ages 18-24. Since the acceptance of this initial award, an extension was granted through Oct 31, 2021. 

 

In March 2021, Harris County Community Services Department (HCCSD) received notification from the Child Care Council of Greater Houston, Inc. that HCCSD was granted an extension to the 2021-2022 Emergency Solutions Grant (ESG)/Texas Department of Housing and Community Affairs (TDHCA) Homeless Youth Services Program (HYSP) for an additional 7 months, beginning on January 1, 2022, and ending on August 31, 2022.  The extension includes additional ESG and HHSP funding in the amount of $108,505 and $144,661, respectively. This item would allow HCCSD to accept the grant amendment.

 

Expected Impact:

Additional grant funds in the amount of $250,864.00 will allow Harris County to continue to provide Case Management services 60 youth ages 18-24 that are homeless or at-risk of homelessness. The extension includes additional ESG and HHSP funding in the amount of $108,505 and $144,661, respectively.

 

Alternative Options:

There are no alternative options. Due to Harris County’s Homeless Services program/Homeless Prevention utilization and performance rates, the agency is being allocated funds to continue providing Case Management homeless Youth services.
