Background and Discussion:
In February 2022, Texas Department of Housing and Community Affairs (TDHCA) released their 2022 Texas Homeowner Assistance Fund Intake Centers, Housing Counseling Services, and Legal Services Application. These funds are made available to address the needs of financially distressed homeowners in the state of Texas by providing direct financial assistance and contract with organizations to serve as intake centers providing application assistance, legal services, and/or housing counseling services to homeowners.
Through operating as a Homeowner Assistance Fund (HAF) Intake Center, Harris County Community Services Department (HCCSD) will serve as a resource and support to distressed low-income homeowners throughout unincorporated Harris County and in areas with concentrations of non-traditional mortgage loans. HCCSD will help eligible homeowners determine if they are eligible for HAF assistance, submit HAF applications online, identify and scan appropriate supporting documentation, sign applications and/or program loan documents, and submit any required hardship certifications.
HCCSD proposes to apply for TDHCA HAF funding to provide assistance with submitting HAF applications to 3,000 distressed low-income households. The application will request $664,165 to provide these services for a period of 12 months beginning September 1, 2022, and ending August 31, 2023.
Expected Impact:
Approval to apply for HAF funding and the receipt of HAF funding will allow HCCSD to assist 3,000 distressed low-income households apply for mortgage assistance, prevent homelessness, and sustain housing stability.
Alternative Options:
There are no other alternative options. The TDHCA HAF funding is the only grant available that provides financial assistance to organizations to assist with submitting HAF application to the State of Texas.
