Background and Discussion:
On March 8, 2022, Commissioners Court approved Agreements with above referenced subrecipients for the provision of Community-wide COVID-19 Housing services for 1,824 eligible homeless persons. Services include Bridge to PSH case management and navigation, Diversion case management, housing stability income support, and residential rehabilitation, respectively. Services were provided utilizing Community Development Block Grant (CDBG) Entitlement (ENT), CDBG CARES Act (CV), and Emergency Solutions Grants (ESG) CARES Act (CV) funds.
This First Amendments revise the projects as follows:
1. The Salvation Army of Greater Houston for CCHP-Bridge to Permanent Supportive Housing (PSH) Case Management/Navigation (COVID-19): De-obligate $1,608,156.76 in CDBG EN and CDBG CV1 and obligates $1,067,343.36 in ESG CV1 funds. The grant amount now decreases from $5,260,701.00 to $4,719,887.60.
2. The Salvation Army of Greater Houston for CCHP-Diversion Case Management (COVID-19): De-obligate $1,067,343.36 in ESG-CV1 and $7,576.64 in CDBG-CV1 funds. The total grant amount now decreases from $2,860,000.00 to $1,785,080.00.
3. Career and Recovery Resources, Inc. for CCHP-Housing Stability: Income Support (COVID-19): De-obligate $1,030,954.00 in CDBG CV1 and CDBG CV3 funds. The total grant amount now decreases from $1,995,977.00 to $965,023.
Expected Impact:
The deobligations and obligations within the CCHP projects will ensure the CARES Act expenditure benchmarks will be achieved. The total amount of funds being deobligated from these amendments is $3,714,030.76. The total amount of funds being obligated from these amendments is $1,067,343.36.
