Background and Discussion:

The South Mayde Creek sub watershed is in western Harris County (part of the Addicks Reservoir Watershed) has experienced repeated structural and roadway flooding over the past decade. The Flood Control District conducted a feasibility study in 2017 that recommended several flood risk reduction projects in the South Mayde Creek watershed, including a project in the area of the Grand Parkway and Clay Road. This project was further developed and refined in 2021 by a preliminary engineering report under Bond Program map ID C-48. This preliminary engineering report recommends the acquisition, design, and construction of three detention basins that will provide 226 acre-feet of detention storage. Authorization to Negotiate was approved under the name, “Clay Stormwater Detention Basins located at Clay Road near Grand Parkway.”

Expected Impact:

The objective of the project is to lower water surface elevations along South Mayde Creek to reduce existing flood risk to area neighborhoods and thoroughfares. Once constructed, this project will remove the regulatory floodplain from 40 acres of land, 0.5 miles of roadway, and 70 structures. Flood Control District staff will manage the engineering design consultant team for completion of the project.

Alternative Options:

Alternative option is to not continue with design and construction of the project or select a different consultant, which will result in delays to this project.
