Background and Discussion:
Please note that the consultant LJA Engineering was selected and approved by the Precinct to enter into negotiation of agreement with. Unfortunately, LJA is not a MWDBE firm. Due to the nature of this feasibility study which is primarily involving hydrology and hydraulics modeling, there are limited scope and budget items available to sub-consult to MWDBE firms. The areas along Hunting Bayou tributary H102-00-00 have experienced significant flooding in the past and require thoughtful examination of flooding causes and applicable solutions. The neighborhoods south of IH10 along this tributary of Hunting Bayou are urban and densely populated with older (post WWII) homes where substantial upgrades to the secondary drainage system in addition to channel improvements may be necessary to reduce flooding entirely. Impacted neighborhoods north of IH 10 were developed in the late 70’s and early 80’s and may not require the same amount of secondary drainage system improvement as those neighborhoods south of IH10 and can potentially benefit from channel WSEL reductions. Lower Hunting Bayou consists of primarily industrial structures that can be impacted by storm surge, though a majority of these areas are levee-protected, it should be looked at to examine tidal impacts to H102-00-00.
Expected Impact:
There are 300-400 historical flooded structures downstream of IH 10 that could benefit from reduced WSEL along this reach of Hunting Bayou, although the historical damages are primarily from Harvey. Another 500-600 historically flooded structures, including from Harvey and other historical events, exist upstream of IH 10, and this area could also benefit if the channel improvements create lower WSELs to extend this far upstream. The conveyance capacity for Hunting Bayou to cross under IH 10 during major storm events may warrant investigation for further improvement.
Alternative Options:
The nearby tributary H103-00-00 was studied recently, along with the federal project for Hunting Bayou. Studying H102-00-00 at this time would enable a full understanding of flood mitigation in the area. If no action is taken, there will not be answers to the flooding impacted community affected by H102-00-00.
