Background and Discussion:
As prescribed in the Moving Ahead for Progress in the 21st Century (MAP 21) Transportation bill, and now the Fixing America's Surface Transportation (FAST) Act, the Metropolitan Transit Authority of Harris County, Texas (METRO) was named the designated recipient for Federal Transit Administration (FTA) Section 5310 Enhanced Mobility of Seniors and Individuals with Disabilities Program for the Houston Urbanized Area. METRO has consequently apportioned and notified the FTA that Harris County as an existing FTA direct recipient of 5310 funds, will be responsible for accepting and obligating directly to the FTA the allocated funds for the Section 5310 program. The above funds are allocated to Harris County to provide continuation of mobility management for non-emergency transportation services for the elderly and disabled community. The FTA allocation of FY2020 is a total of $470,000 federal dollars to be used at 100% and no match is required.

Expected Impact:
The $470,000 in FTA Section 5310 Program funds will be used for mobility management salaries for operations and outreach that will provide in excess of 40,000 unlinked passenger trips in CY 2022-2023.
