Background and Discussion:

The U.S. Treasury Emergency Rental Assistance Program was established via the Consolidated Appropriations Act of 2021. Jurisdictions were required to meet specific performance targets by September 2021. Those unable to meet targets or who chose to voluntarily relinquish a portion of their award returned funds to Treasury. Harris County met performance targets and was therefore eligible to receive reallocation of funds from other jurisdictions.

Harris County was awarded a total of $17.5M in Rounds 1 and 2 of ERA1 reallocation. Treasury offered a third opportunity to apply for reallocated funds in May 2022. We were informed of our Round 3 award on July 18th, 2022 (attached) and expect to receive notice of payment in a few weeks.

Expected Impact: Eviction prevention for approximately 260 families.

Alternative Options: Return funding to U.S. Treasury
