Background and Discussion:
As part of the implementation of the All-Electronic Tolling program, the Harris County Toll Road Authority intends to procure the professional services of qualified engineers to provide engineering and planning services.
Historically, conversions to All-Electronic Tolling experience a 10% loss of revenue. With Commissioners Court’s May 24, 2022 approval to negotiate with HNTB Corporation, the engineer will provide engineering design and analysis related to revenue protection and implementation for the all-electronic toll conversion.
Expected Impact:
The professional service contract will permit HCTRA to support the system planning, engineering, sustainability, tolling, and development of business rules for the conversion to All-Electronic Tolling.
