Background and Discussion:
The Parkway Forest Subdivision is located in Precinct 1, northeast Harris County, east of C.E. King Parkway, west of Beltway 8, and on either side of Tidwell Road and is located in the Greens Bayou watershed. The project area consists of approximately 200 acres of residential development. The existing drainage system consists of a concrete curb and gutter storm sewer system. Extreme events such as Hurricane Harvey, overland flows from the north and backup into HCFCD Channel P122-00-00 causing street ponding and structural flooding. The scope of the project includes increasing storm sewer capacity in the existing systems by constructing two detention basins and an additional outfall structure into channel P122-00-00. This amendment incorporates the additional design services required to modify our detention basin design for the basin along Tidwell Road. The basin will be modified to provide a recreational amenity to the community.
Expected Impact:
This project seeks to reduce flood risk and strengthen resiliency in Harris County by assisting in the alleviation of structural flood damage to homes in the community. This amendment is a step in the process to reduce the financial, physical, and emotional burden flood damage places on homeowners and will reduce the financial impact of recovery costs to the Parkway Forest Subdivision homeowners, Harris County, and FEMA. The fiscal impact for this project will come from the 1080 Funding for the Recovery and Resiliency Division subdivision projects with the long-term goal of reducing drainage costs in the future. No impact to project schedule or staffing anticipated.
Alternative Options:
The alternative option to the proposed amendment would be to proceed forward with the construction of the project without adjusting the design of the detention basin. This would result in the construction of a less aesthetically pleasing basin and would not provide recreational benefit to the community.
