Background and Discussion:

On April 27, 2021, Commissioners Court approved an agreement with BakerRipley to provide Community Covid Housing Program (CCHP)-Diversion Case Management. The agreement includes connecting clients with community resources and family supports, providing housing search and placement services, and engaging in creative problem-solving conversations to 490 eligible households experiencing homelessness.

On May 25, 2021, Commissioners Court approved an agreement with BakerRipley and Career and Recovery Resources, Inc., to provide CCHP-Rapid Re-Housing Services, to include rental assistance, case management and landlord incentive fee to 130 and 25 eligible households experiencing homelessness, respectively.

The Community Services Department (CSD) is now requesting Commissioners Court approval of three amendments with the subrecipients listed below:

An amendment to an agreement between Harris County and BakerRipley for Diversion Case Management reducing ESG CV Round 2 funds in the amount of $325,000 for a total of $903,718.00 in ESG-CV Round 2 and CDBG-CV funds.

An amendment to an agreement between Harris County and BakerRipley Rapid Re-housing reducing ESG CV Round 2 funds in the amount of $770,000 for a total of $2,888,507.00 in ESG CV Round 1 and Round 2 funds.

An amendment to an agreement between Harris County and Career and Recovery Resources, Inc. to add $659,775.00 in ESG-CV Round 2 funds for a total of $1,059,775.00 in ESG CV Round 1 and Round 2 funds.

Expected Impact:

Approval of the amendments will allow projected ESG CV residual funds to be redirected to another CCHP project that needs additional funding to continue services.

Alternative Options:

No other funding is available to continue the needed services.
