Background and Discussion:
On August 24, 2021, Harris County Commissioners Court approved an Agreement with the Coalition for the Homeless Houston/Harris County for Navigation Services supporting the ARPA Emergency Voucher Program. The Navigation Services were to begin after receipt of the Purchase Order (PO). However, the Coalition for the Homeless Houston/Harris County began services prior to the PO in effort to expedite issuance of Emergency Vouchers.
The Community Services Department (CSD) is now requesting Commissioners Court approval of a Settlement Agreement authorizing reimbursement for services prior to the issuance of a PO.
Expected Impact:
The approval of the Settlement Agreement will allow the Coalition for the Homeless Houston/Harris County to be reimbursed for costs of services incurred prior to the issuance of the Purchase Order for the ARPA Emergency Voucher Program. No change to the original budget.
Alternative Options:
If not approved, the Coalition for the Homeless Houston/Harris County will not be reimbursed for eligible expenses incurred in the administration of the ARPA Emergency Voucher Program.
