Background and Discussion:
Harris County Commissioners Court previously approved the Annual Action Plans (AAP). The Annual Action Plans, which are a consolidation of the Community Development Block Grants (CDBG), HOME Investment Partnerships (HOME), Emergency Solutions Grants (ESG), Neighborhood Stabilization Program (NSP) I and III, and Community Development Block Grant - Disaster Recovery (CDBG-DR) funds, were also subsequently approved by the U. S. Department of Housing and Urban Development (HUD). Since HUD approval several changes have been made to projects reported in these documents; and additional CDBG and ESG funding has been made available to Harris County under the CARES Act (Public Law 116-136), authorized on March 27, 2020, for responding to the COVID-19 pandemic. The following projects are being amended to include de-obligation and obligation of funding and require Commissioners Court approval.
Project C2020-031e: Harris County Community Services Department/Office of Social Services- Rapid Rehousing Housing Project (Countywide). Deobligate $124,843.03 in 2020 ESG Funds. Project complete. Total project funding, including previously awarded amounts, will be $397,995.97.
Project 2021-045: Harris County Single Family Affordable Housing Initiative Project (Countywide). Project scope: The Single Family Affordable Housing Project will expand the availability of single-family affordable housing units in Harris County by using CDBG funds to acquire, rehabilitate, and preserve existing single-family and newly constructed single-family homes and new construction under a CBDO for a total of 40 homes occupied by eligible LMI families, including homeless survivors of domestic violence and/or veterans. Revised Scope: The Single Family Affordable Housing Project will expand the availability of single-family affordable housing units in Harris County (countywide) by using CDBG funds to acquire, rehabilitate, and preserve existing single-family and newly constructed single-family homes and new construction under 3 activities: Activity 1: single-family new construction in the amount of $1,800,000, Activity 2: subdivision acquisition and new construction in the amount of $1,500,000 and Activity 3: single-family affordable housing preservation in the amount of $353,376. Deobligate $1,146,624 in PY2021 CDBG funds. Total project funding, including previously awarded amounts, will be $3,653,376.00.
Expected Impact:
The approval allows Harris County CSD to de-obligate funding and make scope revisions to current projects. The de-obligation is necessary to close-out completed projects and reallocate to other projects.
Alternative Options:
There are no alternatives. If the funds are not de-obligated and obligated via the approved amendment process, then the county risks being out of compliance with HUD regulations. Approval is required to meet timeliness.
