Background and Discussion:

Harris County Commissioners Court previously approved the Annual Action Plans (AAP). The Annual Action Plans, which are a consolidation of the Community Development Block Grants (CDBG), HOME Investment Partnerships (HOME), Emergency Solutions Grants (ESG), Neighborhood Stabilization Program (NSP) I and III, and Community Development Block Grant - Disaster Recovery (CDBG-DR) funds, were also subsequently approved by the U. S. Department of Housing and Urban Development (HUD). Since HUD approval several changes have been made to projects reported in these documents; and additional CDBG and ESG funding has been made available to Harris County under the CARES Act (Public Law 116-136), authorized on March 27, 2020, for responding to the COVID-19 pandemic. The following projects are being amended to include de-obligation and obligation of funding and require Commissioners Court approval.

 

C2020-031p ESG-CV Harris County Community Services Department Homeless Prevention/Rapid Rehousing (RRH) (Countywide). New Project. Deobligate $178,017 in 2020 ESG CV1 FUNDS and Deobligate $299,895.00 2020 ESG CV2. Scope: Total project funding, including previously awarded amounts, will be $0.00.

 

C2020-049 CDBG-CV Comprehensive Eviction Prevention and Rental Housing Program (Countywide). Administrative Correction: Previously published on October 28, 2021  to  obligate  $1,300,000.00  in  CDBG-CV  Round  3  Funding  for  a  total  funding  amount  of $1,300,000.00. Revision: Obligate $1,300,000 for a total funding amount of $4,000,000.  Revised scope: Project will serve individuals and families at the highest risk of eviction due to loss of income, unemployment, and health issues resulting from the COVID-19 pandemic. To provide rental assistance and case management to 70 eligible households per year (or 140 over two years) who are  or  are  at  risk  of  homelessness, which will prevent these households exposure to Coronavirus and increase housing   stability.   Total project  funding,  including  previously  awarded  amounts,  will be

$4,000,000.00. Reallocation of project funding to Sub-activity 1: to provide rental assistance and case management to 70 eligible households per year (or 140 over two years) who are or are at  risk of homelessness, which will prevent these households exposure to Coronavirus and  increase <mailto:plancomments@csd.hctx.net> housing stability in the amount of $2,700,000. Remaining project amount is $1,300,000 <mailto:plancomments@csd.hctx.net> for the total project <mailto:plancomments@csd.hctx.net> amount of $4,000,000.

 

C2020-050 CDBG-CV Harris County Community Services Department Preparedness/Prevention/Response Solutions (Countywide). Obligate $1,190,003.00 in CDBG-CV Round 3 Funding. Current scope: Revised scope: Funding  will provide meaningful programs and/or services to Harris County residents who are low to moderate-income and who have experienced hardship due to the COVID-19 pandemic. To provide rental assistance and case management to 70 eligible households per year (or 140 over two years) who are or are at risk of homelessness, which will prevent these households’ exposure to Coronavirus and increase housing stability. Total project funding, including previously awarded amounts, will be $1,190,003.00.

 

Expected Impact:

The approval allows Harris County CSD to de-obligate and obligate funding; in addition to, scope revisions. The obligation of funding is required to create new projects and sub-activities.

 

Alternative Options:

There are no alternatives. If the funds are not de-obligated and obligated via the approved amendment process, then the county risks being out of compliance with HUD regulations. Approval is required to meet timeliness.
