Background and Discussion:

The availability of broadband internet will support public safety operations to access wireless data and reporting capabilities.  This antenna will also enable students and families of participating school districts to access wireless broadband internet for online resources and information. The demographics in this census tract, according to the 2020 American Community Survey, are the following: there are approximately 5,515 people for whom poverty is determined, of which 1,073 are children below the FPL, 31.5% of all households have no internet connection, and there are 922 people in households with no computer.  Universal Services respectfully requests approval of an agreement between Harris County Emergency Services District #12, (ESD 12) and Harris County.

 

Expected Impact: To offer students and families with free public internet access, to enable data and reporting capabilities for public safety operations and to serve a public purpose through the utilization of the antennae.

 

Alternative Options: To not install antennaeThis may impact virtual services provided to County residents including preventing the ability to provide wireless broadband internet services to the public.
