Background and Discussion:

On April 27, 2021, Commissioners Court directed the Flood Control District to provide monthly reports on the Harris County Modeling, Assessment and Awareness Project (MAAPnext). Pursuant to that request, we are transmitting the attached MAAPnext progress report.

 

Expected Impact:

MAAPnext will result in the release of a new countywide Flood Insurance Rate Map (FIRM) and a variety of new flood risk products and communication tools.  Many changes to the current effective maps are expected as increases to anticipated rainfall totals for the 100-Year and 500-Year events (NOAA Atlas 14) are now included.  The new maps are expected to become effective as early as the end of 2023 and to better prepare the community for these changes, the Flood Control District proposes to release draft results to the public early 2022 via an interactive web application.

 

Alternative Options:

Following the typical Flood Insurance Rate Map (FIRM) update process, instead of the District releasing draft maps, Federal Emergency Management Agency (FEMA) would release ‘Preliminary Flood Insurance Rate Maps’ by mid to late 2022.
