Background and Discussion:

Harris County Resources for Children and Adults (HCRCA) has been the recipient of Community Youth Development (CYD) Program funding for 22 years. The CYD Program is administered by Texas Department of Family and Protective Services, Prevention and Early Intervention (PEI) Department.  Monies received through this funding source has allowed HCRCA to provide prevention services that are directly linked to juvenile delinquency prevention in the Harris County zip code areas of 77081 and 77506. CBCAP ARPA Innovation grant is only eligible to current PEI grantees as an expansion to existing programs. If awarded, HCRCA’s current CYD Contract will be amended, and the funds and additional services will be added to the existing contract. Funding will be available for 3.5 years. If funding is awarded, HCRCA’s CYD Program will be able to add Family Resiliency services for the families of youth who are enrolled in one of the CYD services in zip code areas 77081 and 77506. The award will provide budget for personnel, grant-related supplies, equipment and short term emergency items to help bridge families to existing basic needs services.

 

Expected Impact:

As a result of this funding opportunity, HCRCA will be able to deepen the impact of the existing CYD program through “a whole-person approach” by providing crisis intervention and emergency needs assistance in the target communities and improving family stability through medium term resiliency building.  This continuum of services will provide life altering outcomes for many program participants, increase retention of enrolled youth in existing CYD services, and increase family engagement and participation in CYD events, community needs assessments and small group leadership activities.
