Background and Discussion:

Brandywine Oaks project is in the northwest Harris County in the Emerald Forest Subdivision. The proposed project involves the construction of roadway and drainage improvements. The drainage improvements will relieve the localized flooding that the subdivision experiences during heavy rain events, while the roadway will be updated from an existing gravel road to an asphalt roadway with curb and gutter.

 

This change in contract includes (1) temporary access road along Cypress Trail and connectors for side streets, (2) cost update due to escalated schedule and additional resources to complete project per schedule, and (3) Lime and fly ash manipulation and fly ash for subgrade stabilization. County concurs with efforts and finds pricing to be fair and reasonable.

 

Expected Impact:

This project seeks to reduce flood risk and strengthen resiliency in Harris County by assisting in the alleviation of structural flood damage in the community. This Change in Contract is a step in the construction process to reduce the financial, physical, and emotional burden the flood damage places on the community. The fiscal impact for this project will come from the 1080 Fund, Special Mobility Funding for the Recovery and Resiliency Division subdivision projects with the long-term goal of reducing drainage costs in the future. No impact to project schedule or staffing anticipated.

 

Alternative Options:

Alternatives for this project included remaining at the original schedule time, but that greatly jeopardizes the grant funding compliance deadline. It was agreed to provide an expedited schedule to ensure grant compliance. Temporary road access was analyzed to be provided as a “Yes or no” decision. It was ultimately chosen to provide to ensure proper access to residents and construction crew.
