Background and Discussion:
The agreement provides TECO a permanent easement and a temporary construction easement on property owned by Harris County located for the installation and maintenance of a chilled water line that will serve the Institute of Forensic Sciences as well as hospitals, research facilities, and learning institutions in the Texas Medical Center. TECO will construct a large, temporary shipping and receiving parking area (including lighting, fencing, driveway, etc) and a visitor parking area for the Institute of Forensic Sciences. Upon completion of the construction requiring the temporary easement, the Institute of Forensic Sciences will maintain the visitor parking area for future use.
Expected Impact:
This agreement supports the needs of the Texas Medical Center expansion project TMC3, by providing a mechanism for expanded TECO Utilities. And it supports the needs of the Institute of Forensic Sciences by providing a visitor parking area - the Institute currently has no visitor parking due to TMC3 construction.
Alternative Options:
If the easement is not approved, TMC3 projects would need to find access for TECO Utilities by other means which would be far less cost effective and more difficult to achieve. The Institute would not be able to accommodate visitors to its facility due to the limited visitor parking available.
