Background and Discussion:

The Harris County Institute of Forensic Sciences (HCIFS) is undergoing the implementation of a new case management system, a product of LabLynx, Inc. This new system will allow HCIFS to integrate Crime Laboratory and Medical Examiner related information, automatically track evidence to ensure chain of custody, migrate to a paperless solution, and easily share appropriate information to external stakeholders.

 

 

Expected Impact:

Internal HCIFS users are primarily impacted by the case management systems. External HCIFS stakeholders include 80 different submitting law enforcement agencies, the District Attorney’s Office, the Public Defender’s Office, private attorneys, hospitals, funeral homes, families, media, researchers, and the public.  These external stakeholders routinely rely on information provided by HCIFS. 

 

 

Alternative Options:

The alternative is for HCIFS staff to continue to use its antiquated systems that are past their life expectancy, and continue to pay maintenance costs for two systems.
