Background and Discussion:
Precinct 1 Administration building has experienced foundation issues for more than 10 years. In 2012, a Phase 1 Assessment was prepared by Walter P Moore addressing the observed conditions, which primarily consisted of differential movement of the slab at the southwest and northwest corners of the building. Repair options were presented, but no action was taken to resolve the issues. In July 2021, HCED conducted another visual inspection of the building and confirmed that the distressed conditions still exist and appear to be getting worse.
Expected Impact:
The repair of the foundation and structural members is needed to stabilize the building movement to ensure the structure is safe and habitable and prevent future deterioration.
Alternative Options:
Alternative options include not addressing existing conditions of the foundation and structural members, which would result in further deterioration of the building and with on-going maintenance cost. Another costlier option is to demolish and rebuild.
