Background and Discussion:

The Office of Court Administration requests Commissioners Court renew the attached agreement previously approved on December 17, 2019. This interlocal agreement provides mental health screening services to be performed by The Harris Center. These services are mandated by Texas Code of Criminal Procedure Article 16.22 referencing the early identification of defendants suspected of having mental illness or intellectual disability.

The contract is also being amended to provide a support to an ongoing General Order Bond pilot program administered by The Harris Center in partnership with the Harris County Sheriff Office, Pretrial Services and Justice Administration Department. The additional scope of services fulfills section C 53 of the ODonnell Consent Decree requiring nonappearance mitigation support. Additional funded funding from the Safety + Justice Challenge Grant has been matched to provide nonappearance mitigation services for felony general order bonds.

Funding for this agreement is included in the budget of the Office of Court Management, Department 940 and the Justice Administration Department.
