Background and Discussion:

This grant is funded through the U.S. Department of Health and Human Services (HHS) and the Substance Abuse and Mental Health Services Administration (SAMHSA). The Integrated Family Planning Opioid Response (IFPOR) Pilot Project reimburses the cost of providing opioid response services to Family Planning program patients. Texas Health and Human Services Commission administers the project for HHS and SAMHSA. Public Health Services will enter into an Interlocal Agreement with The Harris Center for Mental Health and IDD to provide IFPOR services to eligible Harris County residents.

Expected Impact:

IFPOR programs combine prevention, treatment, and recovery strategies with a primary focus on reducing opioid overdose death and improving access to opioid response services with Family Planning programs. Harris County residents, in particular those who are Family Planning program patients, will benefit from the services provided by Public Health Services. Public Health Services along with The Harris Center for Mental Health and IDD estimates that this grant will provide services for 25 persons per month when the program is fully operational.

Alternative Options:

Without this grant award, Family Planning program patients can seek opioid overdose services elsewhere, although limited resources exist as alternative options.
