Background and Discussion:

The Bear Creek Village Subdivision is generally bound by Clay Road to the south, State Highway 6 to the west, Addicks Satsuma Road to the north, and the Addicks Reservoir to the east. Drainage problems within the Bear Creek Village Subdivision primarily result from ponding areas where the storm sewer system is inadequate to collect and drain extreme event runoff. The current drainage analysis has shown that alternative locations for street regrading and storm sewer replacement, in addition to channels in the reservoir, will provide the optimal reduction in flood risk for the subdivision. This addendum includes additional topographic, geotechnical and environmental study work within the subdivision and the reservoir. Additional design scope is also included to cover the additional street regrading and storm sewer replacement within the subdivision, and channels in the reservoir.

 

 

 

Expected Impact:

By adding to the existing contract, and completing the engineering work, this project seeks to reduce flood risk and strengthen resiliency in Harris County by assisting in the alleviation of structural flood damage to homes in the community. This contract amendment is a step in the process to reduce the financial, physical, and emotional burden flood damage places on homeowners and will reduce the financial impact of recovery costs to the Bear Creek Village subdivision homeowners, Harris County, and FEMA. No staffing impacts expected with the fiscal impact for this project coming from the 1080 Fund, Special Mobility Funding for the Recovery and Resiliency Division subdivision projects with the long-term goal of reducing drainage costs in the future.

 

 

 

 

Alternative Options:

Alternative options included over 10 different scenarios within the subdivision project area to ensure that we end up with the best possible result and solution for the subdivision area. Various street improvements, different channel locations and oversized storm sewer system(s) we observed.
