Background and Discussion:
On February 11, 2019, the Texas General Land Office (GLO) and Harris County entered into a Subrecipient Agreement to provide Hurricane Harvey disaster recovery housing and planning services utilizing the U.S. Department of Housing and Urban Development (HUD) CDBG-DR funds appropriated under the Continuing Appropriations Act, 2018 and Supplemental Appropriations for Disaster Relief Requirements Act, 2017 (Public Law No. 115-56). This Subrecipient Agreement allocates 224.5M for Affordable Rental Housing Program projects.

To better focus the delivery of affordable rental housing disaster recovery efforts, the Community Services Department seeks to fill an Affordable Housing Rental Manager (Manager IV) position that will provide management support to the Housing Development and Special Initiatives Division in the Community Services Department (CSD). The division oversees affordable housing developments associated with CDBG-DR and other programs, and assures compliance with federal, GLO, and county requirements.

Expected Impact:
The expected impact of the Affordable Housing Rental Manager (Manager IV) position is to provide representation and program management support to ensure that the key fundamentals of coordinating housing development and related activities essential to the successful financing and implementation of state and federal affordable housing developments efforts are met.
