Background and Discussion: Harris County Resources for Children and Adults - Community Youth Services “CYS” Program provides voluntary services to students and families who are in crisis, within 14 surrounding school districts in Harris County. CYS provides direct services and referrals to youth and families that are not available through the District. The districts reimburse Harris County for 50% of the cost of each position. HCRCA has had this agreement with Waller for over 30 years.
