Request for approval to decree that the Harris County Flood Control District project serve a public purpose and public necessity requires that the Harris County Real Property Division acquire two fee simple tracts for the public project known as West Harris County Wetlands Mitigation Bank, for the purpose of wetlands mitigation. (Cypress Creek Watershed, Bond ID F-112, Project ID U700-01-00-Y001, Tracts K100-00-00-38-002.0 and K100-00-00-39-002.0 Precinct 3).

Background and Discussion:
The proposed West Harris County Wetlands Mitigation Bank (Project ID U700-01-00-Y001, Bond ID F-112) will be developed, designed, and constructed to provide wetland mitigation credits for Harris County and Harris County Flood Control Projects that have unavoidable wetland impacts associated with their design and construction.
Expected Impact:
The proposed West Harris County Wetlands Mitigation Bank will provide Harris County and the Harris County Flood Control District with credits to promote compliance with the Federal Clean Water Act and to obtain project permits from the U.S. Army Corps of Engineers.
Alternative Options:
There are no alternatives. If we do not acquire the property, then we will have to identify another site to purchase which will delay the project and we will have to restart project development. The delay to identify another site will also the delay the availability of wetland mitigation credits for other Harris County and Harris County Flood Control District projects that require credits for U.S. Army Corps of Engineers permitting.
