Background and Discussion:
The project is located in northwest Harris County, north of Cypress North Houston Road and east of North Eldridge Parkway. The existing drainage system consists of roadside ditches which outfall to the west of the subdivision via 24 to 36-inch pipes at three points along HCFCD Channel K161-00-00 and to Cypress Creek from a fourth outfall at the northeast corner of the subdivision. The scope and proposed improvements include bringing the subdivision roadways into compliance with Harris County Standards. Additional drainage analyses are needed to account for the change in roadside ditch configurations and to further develop the model in these areas. The additional scope of services outlined in this amendment includes the design of the roadway improvements and the additional drainage analyses that will be required.
Expected Impact:
By adding to the existing contract, this project seeks to reduce flood risk and strengthen resiliency in Harris County by assisting in the alleviation of structural flood damage to homes in the community. This modification is a step in the process to reduce the financial, physical, and emotional burden flood damage places on homeowners and will reduce the financial impact of recovery costs to the Tower Oaks Plaza subdivision homeowners, Harris County, and FEMA. No staffing impacts expected with the fiscal impact for this project coming from the 1080 Fund, Special Mobility Funding for the Recovery and Resiliency Division subdivision projects with the long-term goal of reducing drainage costs in the future.
