Background and Discussion:

The Texas Water Development Board has created regional flood planning committees to assist them in creating the first ever statewide flood plan; Harris County is in the San Jacinto Region, along with all or part of eleven other counties. Alisa Max, P.E. was appointed by the State, with support from Commissioners Court, to serve on the San Jacinto Regional Flood Planning Committee (TWDB) as a representative of all counties in the region. John Blount, P.E. had been serving as her alternate. Although Alisa was appointed by the State, the Committee’s bylaws allow Alisa to name her alternate. The Office of the County Engineer recommends the naming of Brock Crenek, P.E. as Alisa’s alternate to this committee. Within the Engineering Department, Brock is the Director of Recovery and Resiliency Projects and oversees the subdivision drainage program. Additionally, he is a direct report to Alisa <https://sanjacintofloodplanning.org/about-sjrfpg/>

Expected Impact:

Maintains the alternate position for the counties category with the San Jacinto Regional Flood Planning Group with Harris County, and provides continuity in the committee.

Alternative Options:

If no selection is made, Harris County will be considered absent if Alisa is unable to attend a meeting for any reason. Several absences without an alternate will be cause to remove Alisa (and Harris County) from the committee.
