Background and Discussion:

The Federal Aviation Administration (FAA) regulates wildlife hazards caused by wildlife attractants, such as wet bottom ponds and wetland mitigation banks near airports, in the interest of preventing aircraft-wildlife collisions. Based upon these FAA regulations the District has an obligation to manage wildlife on District property.  These services must be conducted by a Qualified Airport Wildlife Biologist and is often time sensitive. The District & the City of Houston - Houston Airport System (COH-HAS) would like to enter into an Interlocal Agreement (ILA) to provide rapid response wildlife management services to each other in the case either agency is unable to use their internal resources.

 

Expected Impact:

This will only be implemented in the case an agency’s own resources are unable to provide these services. In this case an agency utilizing the other agency’s resources will cover the cost for the services.  There is no additional staff needed to implement this agreement.

 

Alternative Options:

Under FAA rules these activities must be undertaken by a Qualified Airport Wildlife Biologist.  This requirement restricts the availability of resources.  The District is beginning the process of procuring these services on an on-call basis through a County contract.  Due to the potential severity of aircraft-wildlife collisions, this ILA with COH-HAS is a back-up agreement in the event their normal contractors are unable to provide these services.
