Background and Discussion:

The District entered into an Interlocal Agreement (ILA) with the City of Houston (City) for the construction of the Inwood Detention Basin on March 14, 2017.  The ILA was amended on May 19, 2020, to allow the City to pay the District $2,856,078 of sub-grant funds awarded by the Texas Division of Emergency Management (TDEM) to manage and complete the design and permitting activities.  The District has since completed the necessary activities and is ready to proceed with the bidding and construction phases of the project.

 

Expected Impact:

The Inwood Detention Basin will provide 1,274 acre-feet of detention volume which will be equally shared by the Parties to provide flood mitigation and general flood damage reduction benefits to Harris County residents.

 

Alternative Options:

The alternative to this amendment being approved is that the District will need to cancel the project and reimbursement of expenditures to date will be forfeited.
