Background and Discussion:
This project is located in the North-East Houston area, in the proximity of the US-59 and Beltway 8 Interchange. Humble Road Place subdivision is located within the Precinct 4 boundaries, whereas Parkland Estates lays within the Precinct 1 limits and both subdivisions are part of the Greens Bayou Watershed. The northern part drains into HCFCD Unit No. P133-00-00 and the southern part into HCFCD Unit No. P100-00-00. Over 250 residential structures have flooded during previous storm events, to include Hurricane Harvey. The scope and proposed improvements include roadside ditch regrading, driveway culvert upgrades, underground storm sewer network, channel improvements, and a detention pond.
This contract amendment includes the effort for structural engineering, detailed design documents for the project proposed to be constructed in two (2) phases, bid phase and public engagement services.
Expected Impact:
In implementing the proposed drainage improvements, this project seeks to reduce structural flood risk and strengthen resiliency in Harris County by assisting in the alleviation of structural flood damage to at least 100 residential structures within these two communities. This will reduce the financial, physical, and emotional burden flood damage places on homeowners and will reduce the financial impact costs to the homeowners, Harris County, and FEMA.
Alternative Options:
Alternative options include limiting scope to only ditch and driveway culvert improvements or to add to an existing HCFCD grant funded project that is well underway.
