Background and Discussion:

The Partner Incentive Program was piloted in August 2021 to provide funding to cross-sector partners working to attract residents to vaccine events. By working with partners to encourage individuals to get vaccinated, HCPH was able to reach communities in priority zip codes with low vaccination rates and high vaccine hesitancy. Partners were offered $50 per person that received a vaccine, up to $5,000 per vaccination event. Due to the success of the pilot program, HCPH would like to extend the program to include additional community partners and vaccination events.  This program extension would follow the methodology utilized in implementing the pilot program. Partners will be selected based on their proximity and work with COVID-19 priority zip codes and communities of interest, as reflected in their applications.

Expected Impact:

HCPH expects to increase COVID-19 vaccine uptake in Harris County by partnering with community organizations and leaders through this program.

Alternative Options:

Alternative options would include not funding this program, resulting in eligible individuals remaining unvaccinated, therefore increasing community spread of the COVID-19 virus.
