The advertisement was done in an obscure manner. 6) Elevate strategies was a one-person firm serving as a prime. 7) Did not know who the subcontractors to Elevate were to be. 8) Did not know three of the five members of the evaluation committee were from the Harris County Judge's office. 9) Was told the agreement was to be brought back for a vote. Instead, it was presented as a non-transparent budget transfer and still has not been voted on.

Background and Discussion:

Clearly this is not an example of best practices and the agreement should be presented for a vote with full knowledge of this information.
