Title: Request for discussion and possible action on the June 8, 2021 awarding of the Targeted Community Vaccine Outreach contract to Elevate Strategies LLC based on the following concerns: 1) Amount of the contract was not known. 2) The highest ranked firm was UT Health Science (an entity with 5600 employees and a valued member of this community) was not selected. 3) Did not know UT Health bid was $12 Million less than Elevate. 4) The Request for proposals waived minimum financial requirements to allow Elevate Strategies LLC to be eligible. 5) Quality local firms including minority owned firms would have submitted on the RFP had they known about it. The advertisement was done in an obscure manner. 6) Elevate strategies was a one-person firm serving as a prime. 7) Did not know who the subcontractors to Elevate were to be. 8) Did not know three of the five members of the evaluation committee were from the Harris County Judge's office. 9) Was told the agreement was to be brought back for a vote. Instead, it was presented as a non-transparent budget transfer and still has not been voted on.

Clearly this is not an example of best practices and the agreement should be presented for a vote with full knowledge of this information.
